Scratcher fans, get ready, big changes are coming to the California Lottery. A familiar name is stepping into the spotlight with a new role that promises more variety, fresh designs, and exciting ways to play. But what does this shift really mean for the millions of Californians who love scratching their way to a win?

Primary contractor for scratchers

The California Lottery has named Pollard Banknote as the primary contractor for scratch-off tickets in the state, along with other related services.

According to a press release, the California Lottery Commission formally approved the contract award to Pollard Banknote on September 25, 2025. This new primary contract is expected to start on December 1, 2025.

The terms of the contract state it is initially for six years with the option to extend it up to six additional years. With Pollard Banknote being the primary contractor, they will be providing about 70% of the state lottery's scratchers games during the life of the contract.

Along with supplying games, Pollard Banknote will deliver retail programs and portfolio strategies designed to boost lottery sales and support long-term growth.

Pollard Banknote isn't new to the California Lottery. They have been working with the state lottery for the past 25 years as a secondary supplier, providing instant tickets and related marketing services. Beginning December 1, they'll take over as the primary contractor.

What does this mean for California Lottery players?

For California Lottery players, this new contract with Pollard Banknote isn't just about behind-the-scene contracts. This is about creating a better scratcher experience.

With Pollard Banknote handling most of the state's instant lottery tickets, players can expect more variety, eye-catching designs, and exciting new game formats. Players can also expect to see retail promotions and sales initiatives, which will make tickets easier to find and more fun to play.

In short, this new deal is designed to keep scratchers fresh, engaging, and full of chances to win, giving Californians even more reasons to play.

This will also be good for public education in the state. The California Lottery was first established in 1985 to provide supplemental funding to California's public schools, colleges, and universities.

Since that time, the California Lottery has contributed over $46 billion to education throughout the state. Now that players will have even more reasons to play, that funding will continue to help students in the state.
