The California Lottery is required by law to withhold a percentage of certain prizes for federal tax purposes.

58% of state voters approved the California Lottery, which was introduced in November 1984. Tickets went on sale in October the following year, while Lotto game draws started in 1986.
According to the state's Lottery Act, at least 50% of California Lottery revenue must be paid to the public in the form of prizes, while 34% should be put into public education in the state.
The California Lottery Act was amended in 2010, with the allocation to prizes and state education raising to 87%. Since its inception in 1984, the lottery has paid over $32.2 billion in funding to California public schools.
The lottery added Mega Millions to its portfolio in 2005. The very first draw was held in Hollywood and the minimum jackpot was set at $15 million. Californians queued up well in advance to purchase their tickets and Mega Millions remains one of the state's most popular lotteries.
In 2013, the state joined Powerball, with the first draw taking place on April 10. Currently, California has five exciting state-only lottery games, including the horse racing-themed Daily Derby.

Lottery winnings in California are generally not subject to state taxes, but they are subject to federal taxes. Based on your overall annual income and tax liability, however, you may still be liable for any California state and local personal income taxes.

Any ticket over the amount of $599 can't be redeemed at a licensed lottery retailer. You must mail your ticket to the California Lottery with a claim form. It's a good idea to use certified mail for guaranteed delivery, or you can also visit the claim center to claim your prize.
