The District of Columbia Lottery is required to withhold a percentage of certain lottery winnings for federal and state tax purposes.
Here are the taxes withheld from lottery prizes for all U.S. citizens and residents of the District of Columbia.

The District of Columbia Lottery launched in 1982, and during its first week sold $3.5 million in tickets. The very first game was called Match 3 and all 10 million tickets sold out in a matter of days.
An order was then placed for an additional 10 million tickets, so nobody had to miss out. The District of Columbia Lottery is one of the founding members of the Multi-State Lottery and, in 1987, the group launched Lotto America.
The District of Columbia joined the Mega Millions draws in 2010. The District of Columbia is renowned for distributing the profits and benefits among all areas of the District. Since its inception in 1982, over $2.14 billion have gone to the District's General Fund. This enables the General Fund to look after other sectors in the District, such as recreational spaces, the youth, and services for minors and the elderly. In the District of Columbia, players must be 18 years or older to purchase lottery tickets, but minors may receive lottery tickets as gifts and claim prizes provided the ticket was a gift.

Prizes up to $600 can be claimed at any Office of Lottery and Gaming agent or The Office and Gaming Prize Center. Prizes over $600 and up to $5,000, lottery winnings can be claimed at the Office of Lottery and Gaming Prize Center or any Agent plus location.
Prizes over $5,000 can only be claimed at The Office of Lottery and Gaming Prize Center, or by mailing the signed ticket there. All prizes can be claimed by mail using this method.

Lottery winnings in the District of Columbia may be subject to local taxes as well as Federal income taxes. All lottery winnings of $600 or more have to be reported to the Internal Revenue Service due to Federal regulations.

Money that is generated by the lottery is used for administration, operating, and capital expenses of the games that are licensed and operated by the District of Columbia lottery.
