The Delaware Lottery is officially online

Delaware players can now buy lotto tickets online through its iLottery, part of the Scientific Games' Momentum ecosystem.

The Delaware Lottery launched a new iLottery program in partnership with Scientific Games, bringing the state's games online for the first time.

Delaware is the 12th state to use a full iLottery platform.

What Delawareans get

Delaware's iLottery program, which went live this month, allows state residents to purchase tickets online for 250 eInstant games, including licensed titles like Monopoly.

The digital platform is integrated with the Delaware Lottery Players Club, the state's existing loyalty program, enabling players to earn and redeem rewards. Players can create a secure account on the Players Club app and manage their purchases there.

Other features include a mobile-first design, promotional and bonus tools, customer relationship management services, and responsible gaming controls such as budgeting limits, cooling-off periods, and self-exclusion options.

Delaware Lottery Director Helene Keeley stated:

iLottery was the next step to give Delaware players easy, convenient digital access to our entertaining games. Launching an integrated, state-of-the-art iLottery program as part of the Delaware Lottery Players Club offers our players the opportunity to experience the thrill of playing how they choose—at retail or online.

What about the retailers?

A prevailing argument against iLottery persists: Will brick-and-mortar retail lottery ticket vendors suffer in the face of online gaming? In New Jersey, for example, senators are trying to block state-run, direct-to-consumer sales due to the impact on retailers.

According to the Delaware Lottery, the initiative is intended to complement, not replace, traditional retail lottery sales.

Retailers across the state have been invited to an affiliate program that offers incentives tied to online play. The Lottery says this is designed to support in-store traffic while expanding digital access.

The role of Scientific Games

Scientific Games has already served as the engine behind other Delaware state gaming products, such as sports betting, lottery vending technology, and draw and Keno monitoring games. The Atlanta, Georgia-based company is integrated into most state lottery systems across the country. Matt Lynch, President, Digital for Scientific Games said:

The Delaware Lottery has a strategic vision. About the Delaware Lottery

The Delaware Lottery boasts the 10th-highest state lottery sales per capita. The lottery has contributed $6 billion to the state’s General Fund, which funds state services from education to infrastructure.

The iLottery system is described in a statement as “an evolutionary new iLottery program that delivers a best-in-class player experience to drive long-term, sustainable growth for contributions to education, health and social services, public safety, and other services in the state of Delaware.”

The iLottery takeover

States are slowly adopting iLottery systems. After installing iLottery, many states have reported sales growth and are appealing to younger generations of players. In 2024, Virginia's online sales exceeded retail sales. For other states, including Michigan and Pennsylvania, iLottery has served as a growing source of revenue.
