It all started with a fake elderly victim, an alleged CIA agent, and a demand for nearly half a million dollars, but now a Nebraska lottery fraud case has taken an unexpected turn. Charges against one of the two people arrested in connection with the alleged scheme have now been dismissed. However, the case isn’t over, as the second suspect in the case still faces multiple charges stemming from the elaborate sting operation.
Charges dropped against one suspect
The Douglas County Attorney’s Office announced they have dismissed the charges against 46-year-old Shanna Kerr. The reason? Officials cited insufficient evidence.
Kerr had been charged with criminal conspiracy and attempted theft by deception. Now, both charges have been dismissed.
However, her husband, 46-year-old Kerwinn Kerr, is still being charged in the case. He is facing charges of conspiracy to commit theft by deception, attempted theft by deception, criminal impersonation, and attempted possession of a gun during the commission of a felony.
The couple was originally arrested in July 2026 near 129th Street and West Maple Road in Omaha. The arrests took place during a sting operation with the Douglas County Sheriff’s Office and Homeland Security.
Alleged scam targeted a fake elderly woman
Investigators state the alleged scheme was designed to target an elderly woman. However, that intended victim didn’t actually exist.
Authorities said a confidential informant created a social media profile with posts depicting a fictional elderly woman. The Kerrs then found the profile and allegedly targeted it as part of a lottery scam.
On June 24, the operation started when the account was contacted by a profile claiming to belong to a CIA agent.
This supposed agent claimed to be connected to the “American Cash Awards Mega Millions Sweepstakes Lottery Company." The informant then let law enforcement know about the messages.
According to authorities, the alleged scammer told the fake victim that she had won a lottery prize. First, she needed to pay $473,000 in fees and taxes before she could collect her winnings.
The fake victim agreed to pay, which she was allegedly told she would meet a CIA agent named “Kahreem,” who would serve as a courier and collect the money.
Sting operation leads to arrests
Authorities had no plan on handing over real money to these alleged scammers. They planned on using the meeting to conduct a sting operation.
Law enforcement posed as the victim during the exchange. After a man allegedly identified himself and took possession of what he believed was the requested money, officials moved in and arrested him.
Authorities would later identify the man as Kerwinn Kerr. His wife, Shanna Kerr, was reportedly inside the vehicle at the time. She was also taken into custody.
After the arrests, authorities searched the vehicle and found a loaded handgun, marijuana, and both U.S. and Jamaican currency.
While the charges against Shanna Kerr have been dismissed due to insufficient evidence, the case against Kerwinn Kerr is moving forward. He is scheduled to appear in court on August 24, as he continues to face four charges tied to the alleged $473K lottery scam.
